This inter­view gives an overview of the HAARP sys­tem (High Alti­tude Auro­ral Research Project.) In the book Angels Don’t Play This HAARP (co-authored with Jeane Man­ning), Dr. Begich describes the his­tor­i­cal devel­op­ment and pro­jected func­tion­ing of this weapons sys­tem. Envi­sioned as a “Rev­o­lu­tion in Mil­i­tary Affairs,” this Alaska-based instal­la­tion should serve as a sophis­ti­cated recon­nais­sance device, a mis­sile detec­tion and defense sys­tem, a weather mod­i­fi­ca­tion device, a mech­a­nism for dis­rupt­ing enemy com­mu­ni­ca­tions, a device for neu­tral­iz­ing or mod­i­fy­ing human brain-wave func­tions over a nar­row or broad geo­graph­i­cal area and a device for sick­en­ing or killing human beings by using elec­tro­mag­netic radi­a­tion to alter their body chem­istry.
