As discussed in FTR#1235, documents removed by the U.S. Embassy in Ukraine–but archived by the Wayback Machine–confirm that the DTRA is among the sources of funding for DOD-financed bio-labs in Ukraine. Charges and counter-charges in the ongoing Ukraine war surround Pentagon-financed “veterinary” and other biological laboratories in Ukraine.
We note that there are significant connections between the agency overseeing the Ukrainian projects and institutions implicated in the apparent “bio-skullduggery” surrounding the U.S. biological warfare gambit involving what Mr. Emory has termed “The Oswald Institute of Virology.” This is discussed in: FTR#‘s 1170, 1183 through 1193, and 1215.
The essence of the “Oswald Institute of Virology” gambit concerns the DTRA and Pentagon funding of bat-borne coronavirus research at the Wuhan Institute of Virology, much of it through Peter Daszak’s EcoHealth Alliance. Once the research was complete, it resulted in publication which included the genome of the bat viruses being researched. Using technology discussed below, the viruses were then synthesized from scratch and population groups were vectored with the same viral strains being researched by the WIV.
Just as Lee Harvey Oswald was set up to look like a communist before being framed for JFK’s murder, so, too the “Oswald Institute of Virology” was set up to take the blame for the coronavirus pandemic.
Essential background information to evaluate the debate:
1.–The alleged difference between “offensive” and “defensive” biological warfare research is academic: If one if researching how “wee beasties” infect, sicken and/or kill plants, animals or humans, it is the same research, whatever terminology one uses.
2.–Contemporary technology makes it possible to synthesize deadly pathogens from scratch: ” . . . . Advances in the area mean that scientists now have the capability to recreate dangerous viruses from scratch; make harmful bacteria more deadly; and modify common microbes so that they churn out lethal toxins once they enter the body. Today, the genetic code of almost any mammalian virus can be found online and synthesised. ‘The technology to do this is available now,’ said [Michael] Imperiale. ‘It requires some expertise, but it’s something that’s relatively easy to do, and that is why it tops the list.’ . . .”
3.–The essential parameters of the fact finding: ” . . . . So do bio labs exist inside Ukraine, and is the US supporting them? Yes, and yes. Ukraine does operate biological laboratories which receive US funding. . . .”
4.–” . . . . Do the Ukraine laboratories store dangerous biological agents? Yes, it appears so. [!] As part of their work researching diseases the bio labs do seem to hold dangerous pathogens. . . .”
The debate centers on U.S. Pentagon-financed laboratories in Ukraine. Note that the laboratories are described as “veterinary laboratories”–the Pentagon is in the business of war-fighting, which essentially consists of killing people and destroying property. They are not in the business of taking care of puppy dogs and kitty cats. Veterinarians are viewed as optimum for biological warfare work, because they do not have to take the Hippocratic Oath.
Key considerations in the controversy:
1.–” . . . . [Robert Pope, the director of the Pentagon’s Cooperative Threat Reduction Program] noted that some of the facilities may contain pathogens once used for Soviet-era bioweapons programs, but he emphasized that the Ukrainian labs currently did not have the ability to manufacture bioweapons. . . . In a March interview with the Bulletin of the Atomic Scientists . . . . He spoke specifically about the Pentagon’s support of 14 veterinary laboratories that provide Ukraine with sampling and diagnostic abilities to detect infectious diseases. . . .”
2.–The Pentagon’s Cooperative Threat Reduction Program is part of the Defense Threat Reduction Agency. the former was involved in researching bats and deadly pathogens: ” . . . . the U.S. military — specifically the Department of Defense’s Cooperative Threat Reduction Program — began funding research involving bats and deadly pathogens, including the coronaviruses MERS and SARS, a year prior in 2017. . . .”
3.–Peter Daszak–of Ukrainian heritage–heads the EcoHealth Alliance, the largest military contractor receiving funds from the Defense Threat Reduction Agency: ” . . . . Meticulous investigation of U.S. government databases reveals that Pentagon funding for the EcoHealth Alliance from 2013 to 2020, including contracts, grants and subcontracts, was just under $39 million. Most, $34.6 million, was from the Defense Threat Reduction Agency (DTRA), which is a branch of the DOD which states it is tasked to ‘counter and deter weapons of mass destruction and improvised threat networks.’. . .”
4.–Further review of Shi’s research funding [at the Wuhan Institute of Virology] from the Pentagon, via EcoHealth Alliance: ” . . . . Shi Zhengli and her collaborators are also funded by the U.S. military. Peter Daszak’s EcoHealth Alliance currently receives more money from the Department of Defense’s Defense Threat Reduction Agency (DTRA) for Scientific Research Combatting Weapons of Mass Destruction than any other military contractor—$15 million (25.575 percent) of the $60.2 million dispersed in the last 6 months. . . .”
5.–The DTRA funding of bat-borne coronovirus research at WIV gains further gravitas: “. . . . A Google Scholar search produced two papers Shi has published that lists DTRA as a funder. To see how the first paper, ‘Comparative Analysis of Bat Genomes Provides Insight into the Evolution of Flight and Immunity,’ is relevant to biological weaponry, it helps to understand the military’s interest in bat immunity. . . .”
Documents removed by the U.S. Embassy in Ukraine–but archived by the Wayback Machine–confirm that the DTRA is among the sources of funding for DOD-funded labs in Ukraine. Note, too, the fact that many of these labs are “veterinary” labs. Veterinarians are highly-regarded for biological warfare recruitment, because they do not have to sign the Hippocratic Oath.
One must ask the question, also, as to why the Embassy suddenly removed these documents?
The West–in this case a highly-placed Colonel in the UK’s CBW establishment–are echoing the verbiage about Russian “false-flag” possibilities.
In light of the West’s false flag operations in the last ten years, that should alert us to the possibility of Russia being set up for a Ukraine/U.S. biological warfare false-flag.
The overall theme of the programs to be presented in this long series is captured in an observation made by Glenn Pinchback.
In 1961, the Joint Chiefs were pushing for a first strike on the Soviet Union–a decision to initiate nuclear war. JFK refused, walking out of the discussion with the disgusted observation that “We call ourselves the human race.”
In FTR #‘s 876, 926 and 1051, we examined the creation of the meme that Oswald had been networking with the Cubans and Soviets in the run-up to the assassination. In particular, Oswald was supposedly meeting with Valery Kostikov, a KGB official in charge of assassinations in the Western Hemisphere.
This created the pretext for blaming JFK’s assassination on the Soviet Union and/or Cuba. There are indications that JFK’s assassination may well have been intended as a pretext for a nuclear first strike on the Soviet Union.

We begin with an article which embodies Mr. Emory’s analysis of the war and its attendant coverage as a “philosopher’s stone,” effecting an alchemical transformation of the U.S., the West in general and most of the people and institutions in them into what might be called “the embodiment of the Ukrainian Institute of National Memory.”
Golinkin penned an op-ed piece for The New York Times in which he mentioned none of what he spoke about three years ago. Instead, he repeated anti-Soviet and/or anti-Russian material which is practically institutionalized at this point.
At the end of his Nation piece, Golinkin gave voice to a very important insight: ” . . . . By tolerating neo-Nazi gangs and battalions, state-led Holocaust distortion, and attacks on LGBT and the Roma, the United States is telling the rest of Europe: ‘We’re fine with this.’ The implications—especially at a time of a global far-right revival—are profoundly disturbing. . . .”
Note also, that the Ukraine Institute of National Memory has designated the members of the SS Galician Division (pictured at right, below, as victims: ” . . . . The recuperation even extends to SS Galichina, a Ukrainian division of the Waffen-SS; the director of the Institute of National Memory proclaimed that the SS fighters were ‘war victims.’. . . .”

Points of analysis and discussion in Golinkin’s older work include:
* The elevation of the neo-Nazi Azov Battalion that was formally incorporated into Ukraine’s armed forces yet remains a neo-Nazi battalion.
* Azov is now engaged in policing with its National Druzhina street patrol units that have engaged in anti-Roma pogroms.
* Azov’s campaign to turn Ukraine into an international hub of white supremacy.
* Andriy Parubiy’s role in creating Ukraine’s Nazi Party that he continues to embrace and that’s routinely ignored as he has become the parliament speaker.
* The deputy minister of the Interior—which controls the National Police—is a veteran of Azov, Vadim Troyan.
* Government sponsorship of historical revisionism and holocaust denial though agencies like Ukrainian Institute of National Memory. It is now illegal to speak unfavorably of the OUN/B or the UPA, both of which were Nazi collaborationist organizations with bloody, lethal histories.
* Torchlight parades are now normal.
* Within several years, an entire generation will be indoctrinated to worship Holocaust perpetrators as national heroes.
* Books that criticize the now-glorified WWII Nazi collaborators like Stepan Bandera are getting banned.
* Public officials make threats against Ukraine’s Jewish community with no repercussions.
* The neo-Nazi C14’s street patrol gangs are both responsible for anti-Roma pogroms and also the recipient of government funds to run a children’s educational camp. Last October, C14 leader Serhiy Bondar was welcomed at America House Kyiv, a center run by the US government.
* It’s open season on the LGBT community and far right groups routinely attack LGBT gatherings.
* Ukraine is extremely dangerous for journalists and the government has supported the doxxing and intimidation of journalist by the far right like Myrovorets group.
* The government is trying to repeal laws protecting the many minority languages used in Ukraine.
And yet, as the article notes at the end, its many examples were just a small sampling of what has transpired in Ukraine since 2014:
Joe Biden has had much to say about “bipartisanship” during his term so far. When he served on the Senate Banking Committee, he and GOP compatriot Orrin Hatch were recipients of funds from the terrorist and drug-dealing BCCI. The Committee did not investigate the bank. ” . . . . among later highly placed recipients of largesse from BCCI, its owners, and its affiliates were Ronald Reagan’s treasury secretary, James Baker, who declined to investigate BCCI, and Democratic Senator Joseph Biden and Republican Senator Orrin Hatch, the ranking members of the Senate Judiciary committee, which declined to investigate BCCI. . . .” WFMU-FM is podcasting For The Record–You can subscribe to the podcast HERE.
This program continues our series analyzing the Wuhan Institute of Virology as having been set up to take the fall for the Covid-19 pandemic, which–in our considered opinion–is a covert operation by the U.S. as part of the full-court press against China.
Underscoring a point of analysis from previous broadcasts, we note that, of paramount importance in this context, is the fact that ANY virus can be made in a laboratory, from scratch as is being done for the SARS-CoV‑2 (Covid-19) virus.
Ralph Baric–who did the gain-of-function modification on the Horseshoe Bat coronavirus, has been selected to engineer the Covid-19.
Note what might be termed a “virologic Jurassic Park” manifestation: ” . . . . The technology immediately created bio-weapon worries. . . . Researchers at the US Centers for Disease Control and Prevention (CDC) drove that point home in 2005 when they resurrected the influenza virus that killed tens of millions in 1918–1919. . . .”
Central to the inquiry about a laboratory genesis for the virus is Ralph Baric. We note that:
1.–Baric’s modification of a horseshoe bat virus to make it more infectious (in collaboration with Shi Zhengli and in an EcoHealth Alliance affiliated project) took place in North Carolina, not Wuhan. “. . . . Critics have jumped on this paper as evidence that Shi was conducting “gain of function” experiments that could have created a superbug, but Shi denies it. The research cited in the paper was conducted in North Carolina.
2.–Baric has been using related techniques to text remdesivir (in 2017) and the Moderna vaccine. This places him in a milieu inextricably linked to the military and pre-dating the pandemic. ” . . . . Using a similar technique, in 2017, Baric’s lab showed that remdesivir — currently the only licensed drug for treating covid — could be useful in fighting coronavirus infections. Baric also helped test the Moderna covid vaccine and a leading new drug candidate against covid. . . .”
Next, we present analysis of a very important, albeit slanted Vanity Fair article:
1.–Pompeo State Department officials pursuing the lab-leak hypothesis were told to cover it up lest it shed light on U.S. government funding of research at the “Oswald Institute of Virology!”: ” . . . . In one State Department meeting, officials seeking to demand transparency from the Chinese government say they were explicitly told by colleagues not to explore the Wuhan Institute of Virology’s gain-of-function research, because it would bring unwelcome attention to U.S. government funding of it. . . . . In an internal memo obtained by Vanity Fair, Thomas DiNanno, former acting assistant secretary of the State Department’s Bureau of Arms Control, Verification, and Compliance, wrote that. . . staff from two bureaus . . . “warned” leaders within his bureau ‘not to pursue an investigation into the origin of COVID-19’ because it would ‘open a can of worms’ if it continued.’ . . . . As the group probed the lab-leak scenario, among other possibilities, its members were repeatedly advised not to open a ‘Pandora’s box,’ said four former State Department officials interviewed by Vanity Fair. . . .”
2.–Setting the orthodoxy in early 2020 with a Lancet article ruling out a laboratory origin for the virus was Peter Daszak, with approval from Ralph Baric: ” . . . . It soon emerged, based on emails obtained by a Freedom of Information group called U.S. Right to Know, that Daszak had not only signed but organized the influential Lancet statement, with the intention of concealing his role and creating the impression of scientific unanimity. . . .”
3.–” . . . . In late March, former Centers for Disease Control director Robert Redfield received death threats from fellow scientists after telling CNN that he believed COVID-19 had originated in a lab. . . . ”
4.–Matthew Pottinger, a China hawk in the Trump administration, headed up a team to investigate the Wuhan lab leak hypothesis. Note that the gain-of-function milieu in the U.S. national security establishment was a retarding factor in the inquiry: ” . . . . By then, Matthew Pottinger had approved a COVID-19 origins team, run by the NSC directorate that oversaw issues related to weapons of mass destruction. A longtime Asia expert and former journalist, Pottinger purposefully kept the team small . . . . In addition, many leading experts had either received or approved funding for gain-of-function research. Their ‘conflicted’ status, said Pottinger, ‘played a profound role in muddying the waters and contaminating the shot at having an impartial inquiry.’ . . . .”
5.–Note that Lawrence Livermore scientists were involved with the genesis of the “China did it” hypothesis, after allegedly being alerted by a foreign source to look into their own files. ” . . . . An intelligence analyst working with David Asher sifted through classified channels and turned up a report that outlined why the lab-leak hypothesis was plausible. It had been written in May by researchers at the Lawrence Livermore National Laboratory, which performs national security research for the Department of Energy. But it appeared to have been buried within the classified collections system. . . .”
6.–Note, also, that Chris Ford, a China hawk, was working to suppress the Wuhan lab leak hypothesis: ” . . . . Their frustration crested in December, when they finally briefed Chris Ford, acting undersecretary for Arms Control and International Security. He seemed so hostile to their probe that they viewed him as a blinkered functionary bent on whitewashing China’s malfeasance. But Ford, who had years of experience in nuclear nonproliferation, had long been a China hawk. . . .”
7.–The “China did it/Wuhan lab leak” hypothesis survived from the Trump administration and Mike Pompeo’s State Department to the Biden administration: ” . . . .. . . . The statement withstood ‘aggressive suspicion,’ as one former State Department official said, and the Biden administration has not walked it back. ‘I was very pleased to see Pompeo’s statement come through,’ said Chris Ford, who personally signed off on a draft of the fact sheet before leaving the State Department. ‘I was so relieved that they were using real reporting that had been vetted and cleared.’ . . . .”
8.–Avril Haines, whom we have cited in this series as a key participant in the Deep State shepherding of the “Lab-Leak Hypothesis,” looms large in the inquiry into the perpetuation of this propaganda meme: ” . . . . Inside the U.S. government, meanwhile, the lab-leak hypothesis had survived the transition from Trump to Biden. On April 15, Director of National Intelligence Avril Haines told the House Intelligence Committee that two ‘plausible theories’ were being weighed: a lab accident or natural emergence. . . .”
9.–The article concludes with the interesting use of the term “cut-out” to describe the EcoHealth Alliance. The term generally refers to an intelligence-community front organization. Is the author hinting at more? Did her editor take information out? ” . . . . The United States deserves a healthy share of blame as well. Thanks to their unprecedented track record of mendacity and race-baiting, Trump and his allies had less than zero credibility. And the practice of funding risky research via cutouts like EcoHealth Alliance enmeshed leading virologists in conflicts of interest at the exact moment their expertise was most desperately needed. . . .”
We conclude with two important points from an article used earlier in the program.
1.–Shi Zhengli has noted that opening up the WIV’s records is unacceptable: ” . . . . That demand is ‘definitely not acceptable,’ responded Shi Zhengli, who directs the Center for Emerging Infectious Diseases at the Wuhan Institute. ‘Who can provide evidence that does not exist?’ she told MIT Technology Review. Shi has said that thousands of attempts to hack its computer systems forced the institute to close its database. . . .”
2.–The U.S. would not be acceptable to such a proposition, if the Chinese demanded access to Ft. Detrick (part of which was shut down by the CDC in early August of 2019 on the eve of the pandemic). A commenter also noted the Rocky Mountain lab in his analysis, which we noted was one of the areas where Willy Burgdorfer appears to have worked on the development of Lyme Disease.) ” . . . . If a disease had emerged from the U.S. and the Chinese blamed the Pentagon and demanded access to the data, ‘what would we say?’ [Dr. Getrald] Keusch asked. ‘Would we throw out the red carpet, ‘Come on over to Fort Detrick and the Rocky Mountain Lab?’ We’d have done exactly what the Chinese did, which is say, ‘Screw you!’’ . . . .”
